Layer4 provides a REST API for creating, managing, and burning tokens on blockchain networks, including support for both fungible and non-fungible tokens. Requests are authenticated with an API key tied to a "bucket," and API keys distinguish between mainnet and testnet buckets. The API supports synchronous token creation that waits for on-chain settlement, as well as asynchronous variants, and includes endpoints for listing tokens, updating token metadata and segment assignment, and burning tokens after owner approval.

The API accepts token payloads via JSON or multipart form data, allowing file and image uploads that are stored and referenced in token metadata through placeholder syntax for content hashes and URLs. Tokens can be organized into segments within a bucket, and created tokens can be sent to a specified on-chain address or to a user's linked wallet via email address. Some endpoints require Layer4 credits, which are purchased through the web app.
